Decorative and functional are different products

Decorative shutters are fixed to the wall beside the window. They change how the house looks and nothing else.

Functional shutters are hinged (colonial) or hung from the top (Bahama) so they can close over the window for shade and privacy.

Neither is storm protection unless the specific product holds a hurricane approval. We will say plainly on every exterior product whether it is approved for that, and for where. For storm protection, see roll-down hurricane shutters.
