Decatur's weather and homes
In Decatur, July averages a high of 84.7°F and January a low of 19.7°F, about 26 days a year reach 90°F, 110 nights fall at or below freezing, and 40.4 inches of precipitation falls in a typical year. That's wetter than 53% of the 881 US cities we have climate figures for.
74% of homes are detached houses; 79% were built before 1980.
Springfield, 38 miles away, gets much the same rain and snow in a year.

Freeze and thaw
110 freezing nights a year put anything outside through freeze and thaw. Exterior shutters need materials and fixings made for that; interior shutters never see it.
Older facades
32% of homes are from before 1950. On an older facade, exterior shutters are often about the look of the street; check any heritage rules before changing them. Interior shutters change nothing outside.
