Winter outside
124 freezing nights a year mean ice and snow on anything mounted outside. Interior shutters stay out of the weather entirely and are adjusted from the room.
Condos and apartments
33% of homes are in multi-unit buildings, where the outside walls belong to the building. Exterior shutters usually aren't an option there; interior shutters are.
Changes to the outside of a house
Exterior shutters change how a house looks from the street, so an HOA or city may need to approve them. Interior shutters don't.
